Gov. AbduRazaq launches EU-SARAH initiative on adolescent reproductive health

The Kwara Government on Thursday in Ilorin launched the EU Strengthening Access to Reproductive and Adolescent Health (SARAH) programme.

In his address, Gov. AbdulRahman AbdulRazaq of Kwara explained that the EU-SARAH initiative represents a transformative approach to healthcare, specifically targeting the vital areas of sexual, reproductive, maternal, adolescent, and child health services.

He stated that Kwara is one of the three benefiting states of this EU grant, together with Sokoto and Adamawa states.

The Governor who was represented by Mr Kayode Alabi, the Deputy Governor of Kwara, noted that the state has at least one functional primary health facility in all the 193 wards in the state.

He disclosed that the initiative is supported by United Nations Children Fund (UNICEF), United Nations Population Fund (UNFPA) and the Federal Ministry of Health.

The governor said it aims to transform our approach to reproductive and maternal health in the state.

“Reproductive and Adolescent health is a cornerstone of public health, that plays a crucial role in the overall well-being of our communities.

“Yet across Nigeria, many women and adolescents continue to face significant barriers to accessing essential reproductive health services.

“We know that these barriers lead to preventable maternal deaths and, and a cycle of ill health that impacts families and communities for generations,” he said.

AbdulRazaq pointed out that Kwara has made significant progress in improving maternal and child health outcomes.

He observed that the state currently has one of the lowest Maternal Mortality Rates in the country.

“We have also made significant progress in reducing the Under-five Mortality rate. Despite these gains, our vision is to eliminate preventable maternal deaths and ensure that no child is lost to preventable diseases.

“This SARAH program will support our efforts to improve access to quality healthcare services, particularly for our adolescents, women, and children.

“It will also support our efforts to strengthen Kwara’s healthcare system, improve our quality of care, and reduce healthcare inequalities,” he said.

He added that this initiative will also ensure that every woman, girl, and adolescent in Kwara has access to the reproductive health services they need.

“This project aligns perfectly with our administration’s commitment to improving the health and well-being of Kwarans, especially women, girls, and children,” he said.

Earlier in her welcoming address, Dr. Amina El-Imam, Kwara Commissioner for Health commended the European Union, UNFPA, and UNICEF, for their steadfast support and partnership with Kwara.

She noted that the initiative is a means of prioritizing the well-being of women, adolescents, and, children- who are the backbone of our society and the stewards of our future.

El-Imam stated that access to comprehensive and integrated health services is a fundamental human right, “yet we know that many individuals face barriers that prevent them from receiving the care they need”.

She noted that the EU-SARAH program aims to break down those barriers, by improving access to reproductive and maternal health services.

“This program will not only save lives but also empower our women and youth to make informed choices about their health and futures.

“Another critical component of this program is the capacity-building of our healthcare workers who are the heart of our healthcare system.

“We are committed to providing them with the training and resources they need to deliver the best possible care, SARAH will help to facilitate this in the program’s focus areas,” she said.

In his remark, the Health Specialist
UNICEF Kaduna Field Office, Dr Idris Baba stated that the EU is providing the funding of SARAH for three states; Kwara, Kogi, and Sokoto to strengthen health focussing on adolescents.

“This health intervention costs about $45 million, so this is a welcome development. We hope the government will show transparency and use it for the benefit of the people.

“We expect the capacity of the state to have been built both at the state and national level. They should have capacity to use data to build policy, and ensure service delivery,” he said.

Kwara NUJ Executives accused of hoarding govt’s rice donation for journalists

In a shocking and disheartening turn of events, the executive committee of the Kwara State Council of the Nigeria Union of Journalists (NUJ), led by Abdullateef ‘Lanre Ahmed, has been accused of hoarding over 1,000 bags of 10kg rice donated by the Kwara State Government.

The rice, intended to support journalists in the state and bring joy during the Christmas and New Year festivities, has yet to be distributed to members despite the state government’s generous gesture.

Since the inception of Governor AbdulRahman AbdulRazaq’s administration, his government has shown commendable support for the media profession in the state. This includes the complete renovation of the NUJ Secretariat, which was previously on the brink of collapse, and consistent provision of palliatives to support journalists. These efforts have significantly enhanced the working environment for the media in Kwara.

However, the alleged actions of the NUJ executive have sparked outrage and disappointment within the journalist community.

Sources reveal that the donated rice, which was meant to be distributed among journalists, has remained locked up in the secretariat hall. This has left many Journalists hopeless as they have been deprived of the government’s rice gift that could make them enjoy the festive season with their families, as they struggle to afford basic food supplies for the festive.

In an embarrassing incident, a journalist from the Correspondents’ Chapel who attempted to collect his share of the rice was reportedly accosted at the secretariat gate, where the bag of rice was forcefully seized from him.

This situation marks a sharp deviation from past practices, where gifts from the government or philanthropists were promptly distributed to the various chapels for equitable allocation under proper monitoring.

If this impunity of rice hoarding is allowed to persist unchecked it will grossly amount to sabotaging the government’s kindness and support for Journalists in the state

Investigations suggest that the executive deliberately imposed stringent and arbitrary conditions on members, preventing many from accessing the rice donation. Some members were reportedly deemed ineligible due to alleged lack of professional qualifications, while others were excluded for allegedly failing to pay professional dues.

The exclusion of members from benefiting has heightened tensions, particularly as it follows a lawsuit filed by aggrieved union members against the election of Abdullateef ‘Lanre Ahmed and his team. The lawsuit, which is still ongoing, challenges the validity of the election, accusing the National Officers of disenfranchising many members.

With the festive season underway, many journalists who had counted on the government’s palliative relief are now left disillusioned and frustrated.

The NUJ executive’s failure to distribute the rice has raised serious concerns about transparency, accountability, and their commitment to the welfare of members. Instead of advocating for the interests of journalists, the leadership is now perceived as prioritizing personal gains and political loyalties.

The arbitrary conditions placed on distribution, coupled with the exclusion of many members, have deepened divisions within the union. This incident relates to a broader issue of disenfranchisement, with numerous journalists feeling alienated under the current leadership.

Moreover, the executive’s lack of a clear or justifiable explanation for withholding the rice donation has aggravated the sense of betrayal among members. Historically, such gifts were distributed fairly and promptly through various Chapels, fostering unity within the union.

The unresolved court case further reflects the deep dissatisfaction with the current leadership, whose actions continue to undermine trust and solidarity within the union.

As the holidays approach, this misstep by the executive will likely have lasting repercussions on its credibility and unity. Members have voiced their displeasure, and the leadership’s actions will be remembered as a failure to uphold the values of fairness, transparency, and solidarity essential to a professional body.

For the Kwara NUJ, this incident serves as a wake-up call to prioritize the collective welfare of its members and restore trust within the union.

Kwara commences Routine Immunization Vaccine Catch-up

The Kwara Government has commenced the Routine Immunization Vaccine Catch-up across the 16 local government area of the state.

The News Agent of Nigeria (NAN) reports that the routine vaccine is for children aged zero to 59 months, across the nearest health facilities and vaccination posts in Kwara.

Speaking to newsmen in Ilorin on the sidelines of the Stakeholders meeting on the routine immunization, Dr. Michael Oguntoye, the Director of Primary Health Care System, explained that the meeting is on the integrated health campaign across 16 LGAs.

According to him, special emphasis will, however be placed on three LGAs that have not reached pass mark on previous immunization exercise in the state.

He listed these areas to include Ilorin East, Ifelodun and Baruten LGAs.

Oguntoye explained that these areas recorded a significant population of children that missed the vaccinations, due to a number of reasons including COVID-19.

He warned that they have potentials to re-infect other children and spread life threatening diseases to them.

The expert observed that some people, especially fathers, are still posing challenge to effective immunization campaign in the state.

According to him, parents go as far as requesting for palliatives and incentives before allowing their children to get immunized.

The director reminded that these vaccines are free to the citizens in the country, however they are very expensive for the Federal Government to acquire.

“Immunization is the most celebrated public health interventions across the world. Though immunization is coming to people free, government is not getting it free. The government pays for this vaccine,” he said.

He stated that each single dose of vaccine to a child cost above N70,000, while noting that the free administering of the vaccine is all part of the dividend of democracy.

Oguntoye pointed out that each LGA in the state have their peculiar problems they pose to the immunization campaign, adding that the ministry of health have ensured these challenges will be mitigated.

“However, due to a number of factors like ignorance, low awareness and false rumours, a lot of mothers and caregivers or even fathers prevent their children from being vaccinated.

“About 60 percent of diseases are preventable with immunization. Vaccines saves lives and prevent out of pocket expenditures for the family,” he said.

He also warned that those that refuse to allow their children get immunized are letting their children get sick and over burden the healthcare sector.

Oguntoye also warned that preventing their children from getting immunised increaes chances of poverty in the country, as money that should be spent else, is concentrated in treatment of diseases.

He added that the vaccines prevent diseases including Tuberculosis, Titera, Pertussis, Tetanus, and Pneumonia which is one of the leading causes of death in this age group.

Kwara Health Insurance reviews premium – Official

The Kwara State Health Insurance Agency, on Friday in Ilorin, announced an upward revision of the health insurance premiums among the enrollees in the state, effective from December 1, 2024.

The Executive Secretary, of the Agency, Dr. Olubunmi Jetawo-Winter, stated this during a news conference with newsmen.

She explained that the hike is to accommodate the rising costs of drugs, consumables, and provider payouts to continue providing high-quality healthcare services.

According to her, the number of enrollees has increased to 70,000 in the last two months due to inflation among the people.

She explained that informal sector premium is N15,500 per person per year, which is up from N6,000.

“Formal sector premium N18,000 per person per year (up from N9,000); family package (for a total of 6 members) for the informal sector: N75,000; family package (for a total of 6 members) for the formal sector: N87,000,” she said.

The executive secretary described the increment as a difficult decision for Gov. Abdulrahman Abdulrazaq and the agency, ” given the continuing economic hardships that many families face, and despite the result of the actuarial reviews done”.

She, however, said that the scheme needed to adjust the old premiums to accommodate the rising costs of drugs, consumables, and provider payouts to continue providing high-quality healthcare services.

Jetawo-Winter, said that reviews are supposed to be done every three years, and that the State had not reviewed in the last seven years since the initial analysis was done to commence implementation of the scheme.

She also said that the adjustments had been considered and implemented in most states in Nigeria long before now, especially after the COVID pandemic.

“Citing already existing premiums in neighboring states, Kogi state informal sector plan was already at a rate of N15,000 since the last four years, Ondo state’s individual plan is N18,000, also implemented years ago.

“The NHIA just increased all their drug and consumable tariffs and capitation to their providers. The pricing of these tariffs is derived from premiums, paid by enrolled beneficiaries.

“Kwara is the last state to adjust tariffs nationwide, while other states continue to review even after their already increased premiums,” she said.

The executive secretary pointed out the State Health Insurance remains one of the most affordable and reliable ways to access healthcare.

“The scheme ensures access to healthcare services for 365 days a year, covering registration, consultations, investigations, admissions, treatments, surgeries, drugs and consumables, etc. as outlined in the benefits package,” she said.

Screening: Kwara targets about 200,000 people on non-communicable disease

The Kwara Commissioner for Health, Dr Amina El-Imam has said that the state government will commence screening a total number of 196,913 persons for non-communicable diseases.

Dr Amina El-Imam,.the Kwara Commissioner for Health stated this on Thursday in Ilorin during a news conference organized in preparation for the state-wide campaign on “Project 10 Million: Know Your Numbers Control Your Numbers”.

According to her, the screening will commence from October 28 to the 3rd of November 2024.

“The Ministry of Health will offer free screenings for these diseases at all the Basic Health Care Provision Fund (BHCPF) primary health facilities located in the 193 wards of the state and many of the secondary health centres,” she said.

The commissioner stated that trained healthcare professionals will measure blood pressure and blood sugar levels, offer personalised health advice, and provide resources for further care.

“We shall also launch a public awareness initiative to educate everyone about the risk factors associated with hypertension and diabetes,” she said.

She explained that the screening is for four non-communicable diseases wreaking havoc on the people, including breast cancer, cervical cancer, hypertension and diabetes.

According to her, there is already state-wide breast and cervical cancer screening exercise for women in the State which commenced from 21st October and ends 12th December 2024.

She explained further that the screening exercise will be strategically located across Primary Healthcare Centres and also in religious houses and universities.

Speaking further, El-Imam observed that the initiative of the Nigeria Health Commissioner’s Forum, aims to screen 10 million Nigerians for two of the deadliest non-communicable diseases; hypertension and diabetes, across the 36 states and the Federal Capital Territory.

“Hypertension and diabetes are often referred to as silent killers. They affect millions of people worldwide, often without any noticeable symptoms until serious complications like stroke arise.

“This is why early detection and proactive management are crucial. This is the main essence of Project 10 Million, enabling and empowering the citizens of Kwara with knowledge of their vital signs.

“Such as their blood pressure and blood sugar numbers and providing them with resources necessary to control these numbers, thereby improving health and well-being,” she said.

El-Imam therefore appealed to people in the state to get screened for these diseases, adding that it is free, while drugs will be available and referrals will be made.

Polio: Kwara targets over 1 million children across 16LGs – Official

The Kwara State Government, on Tuesday in Ilorin, announced preparations for a Polio Vaccination Campaign, with a target of vaccinating over one million children across the state’s 16 Local Government Areas.

Dr Nusirat Elelu, the Executive Secretary of the Kwara State Primary Healthcare Development Agency stated this while addressing newsmen in Ilorin.

She explained that the Agency has commenced the implementation of a three-day Local Immunization Days (LID).

“Preparation has also been concluded to roll out another round of polio campaign in the State.

“Immunization provides protection against life-threatening vaccine preventable diseases such as tuberculosis, pneumonia, diarrhea, influenza, meningitis, and cancers and can reduce most post-neonatal under-five mortality,” she warned.

The Executive Secretary of the Agency explained that the routine immunization will protect children across the nook and crannies of the state

According to her, the Agency is implementing a three-day intensive routine immunization program for children under the age of two years.

“To this end over 300,000 children less than two years will be reached with life-saving vaccines within three days to protect them against childhood killer diseases.

“The exercise is taking place across all the apex Primary Health Care Facilities and outreach posts in the 193 wards of Kwara,” she said.

She explained that the exercise commenced Monday 21st to Wednesday 23rd October 2024.

Similarly, the executive secretary disclosed that another round of Out Break Response to circulating Mutant Variant of Polio is scheduled to start on Saturday 26th October to 29th October 2024 and will target over a million children.

She noted that the campaign is meant to prevent childhood paralysis due to polio virus.

The Executive Secretary enjoined all parents, care givers, religious houses, schools, Quranic institutions to make eligible children available for vaccination as the teams moves from houses, markets, religious houses and schools.

“All children zero to five years are expected to be vaccinated irrespective of their previous vaccination status.

She reiterated that the vaccine is safe, efficacious and does not have overdose.

Kwara reaffirms policies to eliminate malnutrition among infants

The Kwara Government has pledged to continue health policies geared towards eliminating malnutrition across the 16 Local Government Area of the state.

Dr Amina El-Imam made the pledge in Ilorin while speaking during the Accelerating Nutrition Results in Nigeria (ANRIN) project, Stakeholders Exit Meeting with Solina Health.

El-Imam who was represented by Hajia Afusat Ibrahim, the Permanent Secretary of the Kwara Ministry of Health, said that the challenge of malnutrition has not been fully addressed, adding that the state will noy relent in its effort.

The commissioner observed that initiative of the state government on child nutrition such as Kwara Baby-friendly initiative is yielding positive result.

According to her, nutrition programmes are a continuous process, while describing it as labour of love, dedicated to addressing problems of the vulnerable population.

“Over the past four years, we have witnessed remarkable transformation.

“Our children have received several doses of vitamin A, Zinc, ORS, deworming drugs and several doses of micronutrient powder all of which have made them grow stronger, healthier and more energetic.

“Pregnant mothers have gained vital knowledge and resources to ensure that their babies are given the best possible start in life,” she said.

El-Imam observed that it is moments like these that reaffirm the state’s commitment to the well- being of the communities.

She stated that Kwara is committed to improving nutritional knowledge, enhancing access to essential foods, and ultimately foster healthier generations.

Also speaking, Dr Daniel Abraham, the Solina Health Programme Director observed that the organization recorded some success over the years on child nutrition in the state.

He explained that the lesson learned were documented, which will ultimately contribute to the success of the project in Kwara.

Abraham pointed out that nutrition is central to good health and that once nutrition is lost, everything is lost.

He opined that with the democratically elected local government councils having freedom to function, they therefore have a lot to do on the issue of children nutrition in the state.

The Solina Health programme director commended Kwara government for their full support, as well as other key community stakeholders including traditional and religious leaders.

In his submission, Dr Habeeb Lawal, the ANRiN State Project Coordinator, emphasized the need for sustainability in area of child-nutrition and pregnant women.

He assert that the Kwara government is willing to ensure sustainability of the programme, while pointing out the importance of funding for the programme.

Lawal stated that more funding from partners and government is needed, while also tasking the local government of thier role they have to pay in supporting child nutrition in the state.

Kwara Govt promises severe punishment for violators of GBV

The Kwara Government, on Tuesday in Ilorin has reaffirmed that severe punishment awaits anyone who commits violence against women and girls in the State.

The Kwara Commissioner for Health, Dr Amina El-Imam gave the warning, while speaking at the Close-Out of event for Mobilizing Communities for the prevention of Violence Against Women and Girls (VAWG), organized by Stand To End Rape Initiative (STER) in Kwara.

She described violence against women as a criminal act which should be discouraged to promote fairness and equality among citizens in the State.

The Commissioner stated that Kwara has always been at the forefront of advocating and preventing violence against women and girls.

“The menace of gender based violence is rampant and should be discouraged, all hands must be on deck to checkmate the criminal act,” she said.

According to her, there is need to sensitize people on violence against women, that such act is prohibited and punishable under the Violence Against Persons Prohibition (VAPP) law.

El-Imam advised victims to report the issues accordingly for justice to prevail.

She therefore assured the team that state government is ready to partner with any relevant agencies that will improve and promote well being of kwara citizens.

Also speaking, the state Programme Manager for STER, Mr. Hussain Muhammed, explained that the objective of the programme, is to create a grassroot coalition in the communities for the prevention of VAWG.

According to him, these coalition includes faith based, traditional leaders, youth, women leaders, health providers, first responders of SGBV, and other key community members identified during engagements with the communities.

Muhammed also said that the programme aims to increase the capacity of the grassroot coalition, while equipping them with knowledge and skills to become effective SGBV advocates and champion the cause for the prevention of VAWG in their communities.

The Programme Manager recommended all stakeholders in Kwara to continue to engage and empower local leaders and the coalition groups to take ownership of SGBV prevention efforts.

He advocated integration of Sexual Gender Base Violence (SGBV) awareness and prevention training into existing institutional frameworks, such as schools, healthcare facilities, and community centers.

“This will help maintain and build on the knowledge and skills developed during the project

“There is need to establish a robust monitoring and evaluation system to regularly assess the effectiveness of SGBV prevention activities and make necessary adjustments as this will help in tracking progress and identifying areas for improvement.

“There is also need to explore diverse funding sources and private sector contributions, to ensure that resources are available for ongoing and future SGBV prevention activities,” he said.

KWSG targets over 200,000 under 5-years children for health intervention

The Kwara State Government on Wednesday in Ilorin stated that over 200,000 children, under the ages of five years, will be targeted for a weeklong intensive healthcare intervention.

Mrs Olufolake AbdulRazaq, the Kwara First Lady stated this during her keynote address at the Flag-off of the 2024 Maternal Newborn and Child Week (MNCHW).

According to her, a total number of 100, 000 pregnant women will also benefit from the health intervention on maternal and newborn care.

She stated that the intervention include birth registration, immunization, nutritional assessment, vitamin A supplementation, deworming and growth monitoring.

“The pregnant women will have access to ante-natal care services that includes free hematinics tablets and dose of anti-malaria drugs,” she said.

AbdulRazaq stated that protecting the lives of mothers and children is one of the most core priorities of the administration of Gov. Abdulrahman Abdulrazaq.

“We believe that nurturing and caring for children are the cornerstones of human progress.

“While it is a rather sad that most of the maternal and child deaths and morbidity are avoidable if preventive measures are taken, and adequate care is available.

“Interventions like this coupled with increased sensitization about taking ownership of one’s health and utilizing health care services could significantly contribute to the reduction of maternal and child mortality,” she said.

The Kwara Governor’s wife explained that the programme is weeklong event organized by the National Primary Health Care Development Agency, State Primary Health Care Development Agencies and the State Ministries of Health.

She pointed out that the week is organized to deliver an integrated package of highly cost effective and curative services and interventions to strengthen routine Primary health care services.

AbdulRazaq added that the week also provides for simple one time delivery mechanism that consolidates services that are likely to immediately demonstrate impact.

“This is in terms of significantly increasing coverage levels of core preventive and curative interventions that can improve the health of mothers and children.

“The observance of this exercise becomes more necessary as it is important for us to be more aggressive in the fight against all maternal and early childhood diseases and ensure improved nutrition,” she said.

AbdulRazaq therefore appealed to mothers, fathers, guardians, relatives and care givers to avail themselves and their children and wards of the health intervention.

Earlier in her welcome address, Dr Nusirat Elelu, the Executive Secretary of the Kwara State Primary Health Care Development Agency explained that the health intervention focuses on maternal health care services including ante-natal care, family planning, immunization and nutrition sensitive interventions.

Elelu stated that the intervention is aimed at reducing the unacceptably high morbidity and mortality among women and under five children in Nigeria.

“The commitment of the Kwara Government is however changing the narrative in the State, as Kwara has one of the lowest under 5 mortalities in the country according to the result if the UNICEF Multiple Indicator Cluster Survey (MCS),” she said.

The executive secretary noted that the services will be made available in all the 193 wards of the State from July 15th to 19th to ensure increased utilization of low cost and high impact interventions during the period.

KWSG empowers farmers to boost food security, economic growth

In a significant move to bolster food security and promote agricultural productivity, the Kwara State Government has announced the distribution of improved seeds, chemicals, and fertilizers to over 10,000 farmers across the state’s 16 local government areas. This initiative is part of the government’s broader strategy to support the agricultural sector and ensure sustainable economic growth.

During the launch of the third batch of farm input distribution in Ilorin on Friday, Governor AbdulRahman AbdulRazaq emphasized the crucial role of farmers in ensuring food security and economic stability. “Farmers are the backbone of food security and sustainable economic growth,” the governor stated.

He highlighted the administration’s commitment to addressing agricultural challenges and ensuring that only genuine farmers benefit through a rigorous registration process.

The governor detailed previous successes, noting that the first batch of the Special Rice Intervention Programme had aided 3,400 farmers with high-quality seeds, fertilizers, and agrochemicals, leading to a substantial increase in rice production.

The second phase, under the FADAMA NG CARES initiative, has provided support to 600,000 beneficiaries, including essential tools like boats, seeds, agrochemicals, power tillers, and grinding machines. This phase aims to enhance agricultural productivity comprehensively.

In addition to crop farming, Governor AbdulRazaq outlined the government’s commitment to boosting livestock productivity through the Livestock Productivity and Enhancement Scheme (LPRES). This campaign is designed to improve livestock market access and productivity, contributing to overall agricultural development in the state.

“By supporting farmers, food security is ensured, jobs are created, and economic growth is sustained,” the governor added, reinforcing the government’s dedication to agricultural advancement.

Commissioner for Agriculture and Rural Development Toyosi Thomas-Adebayo praised the numerous government initiatives aimed at supporting farmers and enhancing farm yields. She commended Governor AbdulRazaq for his visionary leadership in driving agricultural progress in the state.

Permanent Secretary of the Ministry, Sokoya Funke, stressed the importance of the farm inputs distribution, urging beneficiaries to utilize the items effectively for the public good.

Representing various civil society organizations, Abdur-rahman Akindele Ayuba, Executive Director of the Centre for Community Empowerment and Poverty Eradication, applauded the government’s inclusive approach. He called for diligent monitoring to ensure the proper use of the distributed inputs and supports.
